This letter, allowing me 21 days from the date on the letter, took a week to reach my mailbox. This was their response after conducting a flawed field investigation.

The City of Los Angeles allows individuals to contest citations without first paying the fine, but only in cases where the individual can document that they qualify under guidelines established by the federal department of housing and urban development as a very low a income household.

Kenneth A, Larson declare as follows:
I observed some available parking spaces and read the adjacent sign which stated, "NO PARKING 12 NOON TO 2 PM FRIDAY STREET CLEANING," I had no way of knowing that a city employee had installed a sign with the wrong time. I was legally parked in accordance with the "times listed." I showed good faith by returning to my car a fall quarter hours before the no parking time listed. This gave me 15 minutes margin for error.
The city later acknowledged their error by applying a sticker to the sign to correct the sign. This happened after I received the citation.

(This is the letter telling me they found against me after permanently dismissing the citation. In summary, because I showed photos of the sign before and after it was corrected, they couldn't be sure that the sign might have been correct at the time of the citation and the city later made it wrong. Therefore, they think that the earlier photo was taken before the correction which they say might have been before the citation. In other words, they think I took the photo before I got the ticket. Also, I didn't prove that other signs were different. This is irrelevant, I proved that one sign was wrong, the status of the rest didn't matter. It was their responsibility to prove when the correct time was. If the other signs weren't correct (and different), then they all said I was legal. They also pretended not to have records of when the correction was made. )

Justification: Respondent's vehicle was cited at 11:39 AM for stopping in a posted no stopping zone that was in effect between 10:00 AM and 12:00 PM in derogation of Los Angeles Municipal Code Section 80.69(a), "Stopping or Standing Prohibited," which states, "Whenever authorized signs are in place giving notice that stopping or standing is prohibited during such hours or on such days as are indicated on such signs, it shall be unlawful for any person to stop or stand or park any vehicle at any time during such hours or such days."
The standard in regard to parking citations is set forth in California Vehicle Code Section 40202(a): the notice of parking violaiton establishes prima facie evidence that Respondent's vehicle had been parked as described on the citation, wherefore, in order to prevail, it is a respondent's burden to rebut that prima facie evidence with a preponderance of evidence 1) which is sufficient to disprove an element of that prima facie case, or 2) which rises to a level such that it would excuse his or her illegal parking.
In his hearing by written declaration Respondent stated that his vehicle should not have been cited inasmuch as he had parked in reliance on the sign on that block that had disallowed parking between 12:00 PM and 2:00 PM. He had not seen the other sign that had disallowed parking between I 0:00 AM and 12:00 PM.
Respondent's eight photos four all show the same posting just to the left of the red brick building. Respondent's photos show that that one posting had had two different street cleaning parking restrictions on it. Those postings had not been concurrent: there had been a posting of the 12:00 PM to 2:00 PM restriction, and separately there had been a posting of the 10:00 AM to 12:00 PM restriction. Respondent's photos show no postings other than the one immediately beyond the red brick building. They therefore do not prove his contention that there had been two different no parking zones posted on that block concurrently. What they show is that there had been two different postings on that block at different times.
Since Respondent has failed to present evidence sufficient to rebut the City's prima facie evidence that his vehicle had been parked as described on the face of the citation, we must find him liable.
The Hearing Examiner's decision for this case is not intended to establish a legal precedent for any other parking citation case. Each case is decided based upon its own unique set of facts, upon the cvidence presented, and upon the Hearing Examiner's determination of the credibilit of the evidence.

You apparently have been in contact with several different offices of our organization at the same time.
